Judy Kitts has 15 years of experience in Indigenous relations. She started her career working with Indian Residential Schools Resolution Canada processing residential school attendance records to support the Indian Residential Schools Settlement Agreement. In 2009, Judy joined the Ministry of Indigenous Relations and Reconciliation. During her time there, she led the development of the land offer in the Kitsumkalum and Kitselas First Nations’ Incremental Treaty Agreement.

In 2011, Judy joined the Port of Vancouver as the organization’s first full-time dedicated position in Indigenous relations. Judy led the development and implementation of the Port’s Indigenous consultation process, creating critical policies and guidelines to support meaningful consultation.

Judy currently works for the Greater Victoria Harbour Authority as the First Nations Engagement Manger. She works closely with the Esquimalt Nation and Songhees Nation on development projects, employment initiatives, and procurement opportunities. She recently led the organization though the PAR process and the Greater Victoria Harbour Authority was certified silver in 2021.

Judy holds a Masters in Conflict Resolution from the University of Victoria and an undergraduate degree in Politics and International Development from Queens University.
